Membership of the Commission must include:<\/p><ol type=\"A\"><li>Two members shall be appointed upon nomination by the Association of Local Government Authorities of Jamaica (ALGAJ), incorporated under the Association of Local Government Authorities of Jamaica (Incorporated and Vesting) Act, 2004;<\/li><li>Two members shall be appointed upon nomination as follows:<ol type=\"i\"><li>One member shall be nominated by the Jamaica Association of Local Government Officers (JALGO), or such other association representing unified service officers as may be prescribed; and<\/li><li>One member shall be nominated by the Jamaica Confederation of Trade Unions (JCTU), or such other association representing trade unions as may be prescribed;<\/li><\/ol><\/li><li>The other members shall be appointed from among persons nominated by the Minister, including:<ol type=\"i\"><li>Two members from among persons with recognized expertise in human resource management; and<\/li><li>One member who shall be a practicing attorney-at-law<\/li><\/ol><\/li><\/ol><p>A member of the Commission shall hold office for a period of five years from the date of the appointment of the members.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-f329b60 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"f329b60\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-58fb924\" data-id=\"58fb924\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-6dfd66b elementor-widget elementor-widget-heading\" data-id=\"6dfd66b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-large\">Functions of the Commission<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-d445938 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"d445938\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-4d7c18b\" data-id=\"4d7c18b\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-212431b elementor-widget elementor-widget-text-editor\" data-id=\"212431b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The functions of the Commission are set out in Section 5 of the Local Government (Unified Service and Employment) Act. The Commission is required to make recommendations to the Municipal Corporations in respect of unified service officers relative to:<\/p><ul><li type=\"square\">Recruitment<\/li><li type=\"square\">Appointment\/Promotion<\/li><li type=\"square\">Transfer outside the service of the Corporation<\/li><li type=\"square\">Transfer from one department to another or from one office to another within the same department, not involving promotion to a higher grade\/class<\/li><li type=\"square\">Secondment<\/li><li type=\"square\">Termination of appointment<\/li><li type=\"square\">Disciplinary control<\/li><li type=\"square\">Separation to include:<ul><li type=\"tick\">Retirement<\/li><li type=\"tick\">Resignation<\/li><li type=\"stick\">Dismissal<\/li><\/ul><\/li><li type=\"square\">Awards for training<\/li><li type=\"square\">Appeals<\/li><\/ul><p>The categories of staff which fall under the Commission\u2019s purview include:<\/p><ul><li type=\"square\">General Management Group (GMG)<\/li><li type=\"square\">Fiscal Management Group (FMG)<\/li><li type=\"square\">Management Information System Group (MIS)<\/li><li type=\"square\">Public Information and Documentation Group (PIDG)<\/li><li type=\"square\">Mass Communication and Information Group (MCG)<\/li><li type=\"square\">Scientific Officers Group (SOG)<\/li><li type=\"square\">Office and Public Service Group (OPS)<\/li><li type=\"square\">Protective Services Group (PTSG)<\/li><li type=\"square\">Health Sector\/ Infirmary (HSC\/IAC)<\/li><li type=\"square\">Social Work Group [Poor Relief Staff] (SWG)<\/li><\/ul><p>Non Gazetted staff e.g. LMO\/TS falls under the purview of the Municipal Corporations.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t<div class='campos'>","protected":false},"excerpt":{"rendered":"<p>Local Government Services Commission The Local Government Services Commission was established in accordance with Section 3 of the Local Government (Unified Service and Employment) Act, 2016.
