Public Service Recourse, Redress & Retirement

The main focus of this Unit is to ensure that the principles of merit are upheld in the separation and discipline of public servants as well as in the provision of recourse and redress and through processes that are timely, transparent, fair, and proceeded with as stipulated by:

  1. The Jamaica (Constitution) Order in Council, 1962;
  2. The Public Service Regulations, 1961;
  3. The Staff Orders for the Public Service, 2004;
  4. The Pensions (Public Service) Act, 2017;
  5. Circulars and other relevant Statutes and Acts that may be enforced from time to time.

The Unit has a responsibility to ensure that the rules and regulations are adhered to by all the stakeholders in the Public Service, achieved through lectures, seminars/workshops, presentations and advice given verbally or in written form.


Below is a list of some of the specific areas addressed by the Unit:

Retirement/ Retention
  • Retirement in the Public Interest;
  • Retirement on Medical Grounds;
  • Mandatory/Early Retirement;
  • Retention beyond the mandatory age of retirement;

Discipline/ Criminal Matters
  • Process disciplinary matters with a view to dismissal;
  • Review and monitor criminal cases involving Central Government employees;

Recourse and Redress
  • Process appeals on matters including but not limited to: the non-selection to positions, termination of employment and imposition of disciplinary penalty.

Engagement in Private Work
  • Process requests made by Central Government employees.

Confirmation in First Appointment
  • Process recommendations for officers to be confirmed in their first appointments.
